Partners in Policymaking teachs parents and self-advocates the power of advocacy to change the way people with disabilities are supported, viewed, taught, live and work.
Inquire with your state's Developmental Disabilities Council to submit an application for Partners in Policymaking. Each state, territory and country Partners in Policymaking Program has a Classroom Coordinator. Check this list for 'Active' Partners in Policymaking Programs. There are 56 State Councils on Developmental Disabilities (SCDD), one in each state, the District of Columbia, Puerto Rico, Guam, the Northern Marianas, and American Samoa.
Councils on Developmental Disabilities were created through the Developmental Disabilities Assistance and Bill of Rights Act (DD Act).

Twenty five years ago, the Minnesota Governor's Council on Developmental Disabilities created a ground-breaking, innovative training program called Partners in Policymaking® to teach parents and self-advocates the power of advocacy to change the way people with disabilities are supported, viewed, taught, live and work. During the past two decades, important issues have been confronted and dramatic changes have been made.
Remember, apply for the Partners in Policymaking Program with a Classroom Coordinator. Check this list for 'Active' Partners in Policymaking Program or through your State DD Council.

To improve and increase services to and assure that individuals with developmental disabilities have opportunities to make their own choices, contribute to society, have supports to live independently, and are free of abuse, neglect, financial and sexual exploitation and violations of their legal and human rights.
What are developmental disabilities?
Developmental disabilities are severe, life-long disabilities attributable to mental and/or physical impairments which manifest themselves before the age of 22 years and are likely to continue indefinitely. They result in substantial limitations in three or more of the following areas:
- self-care
- comprehension and language
- skills (receptive and expressive language)
- learning
- mobility
- self-direction
- capacity for independent living
- economic self-sufficiency
- ability to function independently without coordinated services (continuous need for individually planned and coordinated services).
Persons with developmental disabilities use individually planned and coordinated services and supports of their choosing (e.g., housing, employment, education, civil and human rights protection, health care) to live in and to participate in activities in the community
