IDEA Regulations Changes Concerning Parental Notification of Access to Benefits
The regulation governing school districts’ ability to bill Medicaid for related services under IDEA has changed. According to the video posted by Pete Wright of Wrightslaw, there is a possible unintended consequence of this change in that ...it may be easier for school district personnel to make mistakes or intentionally submit fraudulent claims to Medicaid.
FROM THE US DOE GUIDANCE DOCUMENT:
The prior regulations required the public agency responsible for providing a free appropriate public education to a child with a disability under the IDEA to obtain parental consent each time access to public benefits or insurance (e.g., Medicaid) was sought.
The new regulations have two basic requirements. First, the public agency must notify parents in writing of a number of safeguards to protect their rights before the public agency accesses the child’s or parent’s public benefits or insurance to pay for services under the IDEA for the first time and annually thereafter.
Second, the public agency must obtain a one-time written consent from the parent that meets the requirements of 34 CFR §99.30 and §300.622, and also specifies that the parent understands and agrees that the public agency may access the child’s or parent’s public benefits or insurance to pay for special education or related services under part 300 (services under the IDEA). 34 CFR §300.154(d)(2)(iv).

Social Skills Training: What Works Clearinghouse
Social skills training is not a specific curriculum, but rather a collection of practices that utilize a behavioral approach to teaching preschool children age-appropriate social skills and competencies, including communication, problem solving, decision making, self-management, and peer relations. Social skills training can occur in both regular and special education classrooms.
A variety of social skills training approaches and curricula are available. For example, teachers may use a structured approach to explain to students how to enact a desired behavior by providing examples and reinforcing targeted behaviors through questions, answers, and other feedback. An example of a more nuanced approach (often referred to as “incidental teaching”) is when teachers respond to student-generated utterances, interactions, and behavior to encourage the desired social skills (such as rewarding positive play). What does the WWC do? Basically, we study the studies and summarize the findings. Today, we released a report that summarizes the causal evidence on a set of practices called "Social Skills Training."

I Think I Might Be Autistic (Part 4)
Mourning the Loss
Eventually reality set in. I’m autistic.Not the happy “Yay! I’m different! I’m unique! I’m special!” autistic.
More like “Holy crap . . . I’m defective . . disabled . . . challenged . . . never going to get any better” autistic.
This was when the mourning began. Once the bright shiny new this-explains-everything stage wore off, I started thinking about the other side of being autistic. I wasn’t going to “outgrow” my social awkwardness. I wasn’t going to wake up one day and suddenly have a balanced emotional life. The challenges I faced weren’t imagined and they weren’t going to magically disappear. They were with me for life.
This is me. This is always going to be me. Forever.
Talk about hard realizations.

Contact Governor in Support of Additional Waiver Slots for Individuals with Disabilities

ACT NOW to Support Funding for 200 New Opportunities Waiver Slots
Governor Jindal is currently preparing his Executive Budget for the upcoming fiscal year. He must hear from you about the need for additional New Opportunities Waiver (NOW) slots by Friday, February 8th.
Include the following: "Please include the 200 additional New Opportunities Waiver slots DHH requested in your Executive Budget. Over 9,600 Louisiana citizens with developmental disabilities are waiting over 8 years for waiver services that will allow them to remain in their homes as opposed to more costly congregate care."
Briefly share your current situation: For example, "My child has been on the waiver waiting list for 5 years"; or, "I receive waiver services but I know many others who have been waiting for many years." You can also include how receiving waiver services would benefit you or others who have been waiting.
